This worked for me. Email Required, but never shown. Add to a parts list. Turns out that jtagd was already running RoHS Certificate of Compliance.

Using Altera’s USB-Blaster on Debian Linux

Hi im new to Byteblasster and FPGA’s, I want to buy a xilinx board on a budget but cant find a cheap xilinx usb jtag programmer, is it possible to use a cheap Altera compatable programer to program the board? If you are based in the UK, then your local Silica office can assist you with this one. You are not charged extra fees for comments in your code.

If the above is successful, this is indeed a byreblaster permission problem. Hence eepps command will work as well, but jtagd should be killed first.
